SAMoCA: cultural infrastructure as a procurement signal.

On 26 April 2026, Diriyah Company (Public Investment Fund portfolio) awarded a 490 million US dollar (approximately 1.84 billion Saudi riyal) construction contract to a joint venture of Albawani (Saudi) and Hassan Allam Construction (Egypt) for the build of the Saudi Arabia Museum of Contemporary Art (SAMoCA). The 45,252-square-metre museum is designed by UK architectural firm Godwin Austen Johnson.

The award is one of a long series. Diriyah has now awarded over 29 billion US dollars in construction contracts since the giga-project programme started.

Why the procurement template matters

The SAMoCA award follows the procurement template Diriyah is using across its construction programme: a regional Tier-1 contractor with credible local execution capacity (Albawani), paired with a regional industrial partner with technical depth (Hassan Allam, Egypt), anchored by an international design firm at the conceptual layer (Godwin Austen Johnson). This template recurs across Diriyah’s contract awards, and it is being mirrored by Red Sea Global, AlUla Development Company and Qiddiya Investment Company.

Where international firms fit in the template

The international design and architecture role is open to international firms. AFALULA already runs the Centre Pompidou-AlUla bridge for cultural programming, and the Arduna exhibition through April 2026 was a Centre Pompidou x Royal Commission for AlUla collaboration. international museum operators (Centre Pompidou, Musee du Quai Branly, Louvre Abu Dhabi institutional partners) can mirror at SAMoCA. The architectural and design role goes to firms credentialed for museum-scale projects. The technical Tier-1 role goes to operators with regional execution presence.

The wider Diriyah procurement signal

Diriyah is the most active cultural infrastructure procurement programme in the world over the next five years. For international museum, gallery, exhibition design, content programming, conservation, and cultural events firms, the procurement window is open and the institutional framework (AFALULA, Villa Hegra, Centre Pompidou existing relationships) makes the entry easier than for most other sectors.
