Acwa signs 500 MW Philippines solar + storage. Saudi clean energy goes export.
Insight N°047
4 June 2026
On 2 June 2026, Acwa (the rebranded ACWA Power, with the name change effective January 2026) signed a 500 megawatt solar plus storage project agreement with Emerging Power Inc in the Philippines. The deal extends Acwa’s clean energy mandate beyond the Saudi domestic build, into export and international project development.
The structure mirrors the inverse of the TotalEnergies and EDF Renewables wins at Rabigh, Al Masaa and Al Henakiyah. In those projects, international clean energy specialists won Saudi tenders. In this project, a Saudi-anchored vehicle wins overseas tenders. The bilateral pipeline is becoming bidirectional.
Why international clean energy firms should care about Acwa’s export expansion
Acwa’s overseas expansion does not crowd international firms out of Saudi opportunities. It creates a complementary opportunity. Joint bidding consortia with Acwa for projects in third markets where international and Saudi capability complement each other. The Philippines project specifically uses a structure where a Saudi project anchor partners with a regional industrial counterparty. The same template can include international Tier-1 specialists in solar and storage technology.
The wider point: the Saudi-international energy relationship is now operational, not aspirational
Between the Rabigh, Al Masaa and Al Henakiyah Saudi domestic projects and the parallel Acwa international expansion, the Saudi-international clean energy relationship has converted from an aspirational bilateral conversation into an operational programme. international firms with credible capability in solar, wind, storage, hydrogen, transmission and water treatment have procurement entry points across multiple project geographies through Acwa-anchored consortia.
